A two-time national champion and both an eight-time All-American and conference champion, Phil Devine assembled a diving resume that is the finest in WIAC history.

Devine graduated from Winnebago (Ill.) High School in 2008 and competed as a member of the UW-Oshkosh men's swimming & diving team from 2009-12. He also ran for the Titans in cross country in 2008 and 2009, indoor track & field in 2010 and 2011 and outdoor track & field in 2010.

Devine dove onto the national scene as a freshman and earned a pair of All-America diving awards during each of his four seasons at UW-Oshkosh.

In 2009, Devine finished fifth in the one-meter category and seventh in the three-meter classification at the NCAA Division III Championship. The following year at the national meet, Devine accumulated 563.00 points to win the three-meter title while finishing fifth off the one-meter board. Devine then finished second in the three-meter event and ninth in the one-meter class at the 2011 Division III Championship.

Devine was named Diver of the Meet at the 2012 Division III Championship in Indianapolis, Ind. He achieved the recognition by winning the three-meter category with a score of 542.65 points while finishing third off the one-meter plank.

Devine dominated his opposition at the WIAC Championship by winning one- and three-meter titles all four seasons. The four-time WIAC Championship Diver of the Meet is the only person in league history to own eight conference diving titles.

Devine, a 14-time WIAC Athlete of the Week selection, is the current owner of both diving records at the league championship. He set the 11-dive marks with school-record scores of 574.40 in the one-meter division on February 17, 2011, and 620.60 in the three-meter section on February 16, 2012.

Competing at the UW-Oshkosh Diving Invitational on February 11, 2012, Devine had a big meet for the Titans by setting a pair of current Albee Hall records in both the one- and three-meter categories. He established six-dive records of 364.50 points off the one-meter board and 367.45 points off the three while setting 11-dive records of 564.05 points for the one-meter class and 579.35 for the three. Devine's six-dive score in the one-meter division also established a school record.

Devine's remaining school record that he owns is in the three-meter diving. He set the six-dive mark for the event with a score of 397.60 on February 16, 2012.

Devine, a 2012 graduate of UW-Oshkosh, was named to the WIAC Men's Swimming & Diving All-Centennial Team in 2012.

Following software positions with Versifit Technologies and Clarity Partners, Devine became a technical manager of data warehousing at Harper College in Joliet, Ill. In 2017, Devine founded Riveted Games, a computer game company that recently started developing video strategy games with a focus on blockchain technology.

Devine, lives in Ladson, S.C., with his son Sylvester and daughter Lucy.
